Best place(s) to live in Hokkaido?

I'm moving to Hokkaido in 2010. Other than Sapporo, are there any places that offer better-than-decent art and food? I love the cold and would like a place smaller than a big city. I've only come up with Asahikawa. Thanks for your suggestions. (And if anyone wants to throw in any ESL job openings in those places that would be huge.)
